Part III: The final boundaries - Thoona/Goorambat/Dookie
- The EBC proposed to include the northern fringe of the Rural City of Benalla and the eastern end of the City of Greater Shepparton in Ovens Valley district, partly to round out the district and partly to keep down Shepparton district’s enrolment. The National Party and several other submissions criticised these boundaries as dividing communities for no good reason, and urged that the electoral boundary follow local government boundaries. At the 16 August public hearing, Mr Doug Bain explained how he and other local people were working together on the Lake Mokoan decommissioning project, and would be split into two districts under the proposed boundary. In his area, local government, emergency services and catchment areas all coincide. The Warby Range prevents easy access to Wangaratta, the centre of the Ovens Valley district.
- The EBC finds these arguments about community of interest convincing, and has decided to transfer the Thoona/Goorambat/Devenish area to the new Euroa district, and the Dookie area to Shepparton district.
